Why do most websites no longer block users from viewing content if Adblock is enabled?

Does anybody know what has led to the recent shift in most sites to go from blocking users with Adblock enabled to them now just showing a pop-up warning the reader that they are losing money because of ad-block.

I figured there was a law passed banning it for some reason until I found the Kelley Blue Book website still has it implemented, now I’m wondering if it’s just a new wave of antiasshole design reform or if there are some new forms of regulation regarding Anti-Adblock
